Following discussions with Bloor Homes Ltd (BH) and FirstPort Ltd (FP), we have agreed a timeline for an orderly handover.
This timeline was proposed at a meeting early in Jan 2024 and BH and FP have both since agreed to this timeline and confirmed the working assumptions set out in this timeline.
The principles underpinning this timeline are these:
- BH will secure a Certificate of Final Completion from Vale of White Horse District Council (VWHDC) via an inspection on Fri 19 Apr 2024.
- A period will then start during which a number of activities will all take place in parallel:
- The transfer of land will be initiated from BH to the Management Company (MC).
- A technical handover will take place from BH to FP.
- Final snagging will be undertaken between BH and TDRA.
- When those three activities all complete, an EGM will be held to:
- Allow Resident Directors (RDs) to be elected.
- The newly elected RDs can serve notice on FP.
- A transition period will then start where BH/FP hand over to our preferred Managing Agent (MA).
- After that transition period, assuming all is ok, our new MA will take over and BH/FP will be able to walk away.
Who will be our New Managing Agent?

What about the Proposed Early EGM?
As a result of agreeing this plan for an orderly handover, TDRA is not currently pursuing the need for an early EGM. There are a number of reasons for this:
- Although we have secured the right to hold an EGM, there remain challenges in securing approval to any resolutions put forward at an EGM.
- Even if TDRA secures approval to resolutions at the EGM, there would be challenges in actioning those agreed resolutions after the EGM.
- It would jeopardise the agreed handover plan, noted above.
What Happened to the Biodiversity Enhancements?
BH has committed to delivering all 10 biodiversity enhancements and they will be assessed as part of the VWHDC inspection process.
